Our research suggests that the primary reason for the failure of a training solution is the lack of alignment with the business. The beginning of the complete, sequential model representing the ROI methodology is seen in the V Model above.

  1. The first step in this analysis is to examine the potential payoff of solving a problem or taking advantage of a performance improvement opportunity. Is this a problem worth solving, or is the project worthy of implementation?
  2. The next step is to ensure that the project or solution is connected to one or more business measures that will reflect overall systemic success of the intervention on
    organizational process, and performer levels.
  3. Next, the job performance needs are examined with the question: "What performance or process must change on the job to influence the business measures previously defined?"
  4. After job performance needs have been determined, the learning needs are examined by asking, "What specific skills, knowledge, or perceptions must change or improve so that job performance can change?"
  5. The final step is identifying the instructional or non instructional
    design of the solution. How best can new information be presented to ensure that needed knowledge will be acquired and job performance will change to solve the business problem?

The five step process determines the solution or project objectives (represented in the centre) and the evaluation objectives for the solution or project (represented in the last column).
